Applicants for Emigration Clearance Not Required (ECNR) endorsement are required to submit proof of eligibility for ECNR like Degree/Diploma Certificate or proof of having stayed abroad for more than three years or proof of having paid Income Tax in India for the last three years. The Degree/Diploma Certificate should be attested by the Consular Section of the Ministry of External Affairs, New Delhi. The fee for ECNR endorsement is Euro 12/-.
